The Municipal Clerk acts as secretary to the municipal corporation and the custodian of the municipal seal and all minutes, books, deeds, bonds, contracts, and archival records for the corporation; acts as secretary to the governing body by preparing meeting agendas, appearing at all Governing Body meetings, keeping a journal of all the proceedings of every meeting, and retaining the ordinances and resolutions adopted by the governing body; serves as the chief administrative officer in all elections held in the municipality; serves as the chief registrar of voters in the municipality; serves as the administrative officer responsible for the acceptance of applications for licenses and permits and the issuance of same; serves as coordinator and records manager responsible for implementing local archives and records retention; performs such other duties as are imposed by statute. In municipalities with a population of under 5,000 residents, the Municipal Clerk must also act as the local Registrar of Vital Statistics, performing responsiblities that include the issuance of marriage licenses, birth certificates, death certificates, and the maintenance and custody of other vital event records.
